New broadcast facility enhances file-based workflow with IPV browse solution

IPV, a global leader and largest independent supplier
of low bit-rate, frame-accurate video technology to
the broadcast and professional video sectors, has installed
its SpectreView browse solution at Dunya Television,
the new broadcast facility based in Lahore, Pakistan.
Dunya Television went on air in late 2008 and broadcasts
two channels - Dunya Entertainment and Dunya News.
At Dunya Television, content is ingested from VTRs
and live feeds, using Pebble Beach Systems’ Neptune
automation system, while simultaneously being ingest
into IPV SpectreView encoders to create low-resolution
browse clips. These clips are made available for review
and quality control purposes on Pebble Beach’s editing
application, Razorfish. The resultant EDLs are then
sent from Razorfish to one of ten Apple® Final Cut
Pro editors at the facility for more complex editing
and finishing.

users and reporters to view their footage in low-res
and edit their packages quickly as per their program

engineers to provide the production team with low-res
video over a simple Ethernet network."

Seen by many as the de facto standard for browse resolution
systems, SpectreView is implemented by a large number
of manufacturers of playout automation, newsrooms,
asset management and access services. Key to its success
is the incorporation of precision timecode and frame
accuracy. This coupled with its advanced streaming
server ensures an unprecedented user experience providing
a VTR-like performance at the desktop. Content can
be encoded using a low bitrate codec – originally MPEG,
now MPEG-4 or Windows Media 9 – and be accessed by
multiple devices on standard computers, even when precise
timecode control is critical.

The entire workflow at Dunya Television - from ingest
through to archive, browse review and editing then
onwards to playout – is under the control of Pebble
Beach’s Neptune automation system. An Omneon MediaGrid™
is used for content archive, with Pebble Beach’s Anchor
Media Manager handling all media transfer of ingested,
edited, quality controlled and archived files throughout
the system. Neptune also supports a comprehensive
news workflow through integration to an Apple Xsan
server, used as a collaborative editing environment
for 10+ final cut pro editors, and an ENPS newsroom
via MOS interface.
The sale and implementation of the IPV SpectreView
system at Dunya Television was handled by the system
integrator, TekSignals.
